Heads of Service will be employed on Local Authority Senior Management scales, Consultants in Public Health on Agenda for Change 8d depending on experience and Consultants in Public Health Medicine on the Hospital Consultant Contract.

The role will be based at Hertfordshire County Council at County Hall, Hertford or Farnham House, Stevenage.

We are ambitious to improve the health of our residents and harness the potential which the transfer of public health to local government brought. We rated third in England for quality of life in the uSwitch survey but we have areas of real inequality in health where avoidable morbidity and mortality present significant challenges.

Hertfordshire County Council strongly welcomed the transfer of the Public Health Service in 2013. Since then we have established a Public Health Strategy (which you can read at, re-aligned the directorate and developed new project management ways of working. We enjoy strong and supportive elected member leadership and excellent relationships within the County Council, and across ten district and borough councils, two NHS Clinical Commissioning Groups, universities and a range of third sector and commercial partners.

We are now looking for four motivated, skilled and self-starting Heads of Service/Consultants to join our senior team and a Public Health Service which will develop, challenge and expect the very best from you.

You will lead an ambitious programme of tangible improvement for us on one of these areas:

  • Integration of Health and Social Care – using public health expertise to help NHS and social care services integrate for the benefit of the user
  • Children and Young People’s Health- delivering transformation in children and young people’s health areas
  • Adult Health Improvement – building our health improvement approach and portfolio for adults
  • Evidence and Intelligence – ensuring we develop evidence and intelligence products which helps commissioners get the best outcomes in a time of austerity

You will need to develop strong technical public health skills alongside excellent interpersonal skills and effective change management, delivery and partnership working. You will have a track record of delivering success in your chosen area.
