DIRECTOR OF PUBLIC HEALTH

Plymouth City Council is seeking to appoint an exceptional Director of Public Health to its ‘Office of the Director of Public Health’. The DPH will be a valued member of the Council’s Corporate Strategic Team and Senior Management Team and will provide the strategic direction for a range of supporting Council services and will be accountable to the Chief Executive for all statutory public health functions.
Plymouth offers an exciting and substantial public health challenge; the successful appointee will have the opportunity to apply creativity and innovation to the provision of health services for a registered GP population of approximately 240,000 in Plymouth. There is a diversity of demographic characteristics within local neighbourhoods across the Local Authority in terms of life expectancy and deprivation.
Plymouth City Council has a new corporate plan with clear objectives and outcomes which are underpinned by a values-led approach. Central to this approach is co-operative commissioning, where services are designed around the needs of people, and they are involved in this process.
The DPH will have a key role, working alongside Councillors and residents to ensure that the design and delivery of services really makes a difference in our journey to become a brilliant co-operative Council.
A recent alignment of senior management functions has recently brought the public protection and resilience (emergency planning) functions into the DPH’s remit. The Director of Public Health will work with colleagues across the City Council and the Clinical Commissioning Group to deliver and influence major health and wellbeing improvements for people in Plymouth.
Excellent working relationships are in place with a range of partner organisations, including the University of Plymouth, University of St. Mark and St. John and Public Health England’s Devon, Cornwall and Somerset Centre.
As an exceptional leader, highly experienced and appropriately qualified public health professional, with support from Cabinet Members, colleagues and partners, you will lead the Plymouth public health function to national prominence, building on ‘evidence based best practice’. You will have a clear vision of success, a passion for significant challenges and a track record of delivering lasting results within a public sector environment.
You will be an experienced, proactive and visionary transformational leader, shaping the strategic decisions affecting the health of the city and local community, aiming to improve health and well-being outcomes for the people of Plymouth; you will play a significant role on Plymouth’s Health and Wellbeing Board.
